Empowering Growth Through People: Estel Pukk Joins Verston Estonia Board
Starting October 1st, Estel Pukk, Verston Group’s current Chief People Officer, will also join the Management Board of Verston Estonia (Verston Eesti OÜ, a part of Verston Group). In her new role, she will continue to lead HR while contributing to the strategic direction of the company.
According to Jarmo Liiver, Chairman of the Board at Verston Estonia, Estel’s appointment reflects the company’s deep-rooted values. “This decision underscores how much we value our people. We are committed to elevating the focus on every employee’s professional development and contributions to Verston’s success,” said Liiver.
Estel Pukk brings a vital dimension to the management team, complementing existing financial, commercial, and sales expertise with a focus on employee experience. “This well-rounded leadership team strengthens our ability to achieve strategic business goals, foster strong partnerships, and contribute meaningfully to the development of our sector, the Estonian economy, and society as a whole,” added Liiver.
As of October 1st, 2025, the Management Board of Verston Estonia will comprise Jarmo Liiver (Chairman), Tarvi Kliimask (Chief Operating Officer), Ragnar Kangro (Chief Sales Officer), Erkko Saluste (Co-founder), and Estel Pukk (Chief People Officer).
Estel joined Verston in the summer of 2023, bringing with her over 16 years of senior leadership experience in international technology companies. She has led people operations, organizational culture, and business support functions. At Verston, her mission is to ensure that every current and future employee can grow together with the company.
“I’m truly grateful to Jarmo and Verston’s founders for their trust. Verston has long been a trendsetter in management excellence within Estonia’s construction industry. At Verston, people are the heart of our business, and top-tier employee experience and leadership quality are just as critical as deadlines, quality, and financial performance. I hope our leadership model inspires other companies to bring their HR leaders into top-level decision-making. After all, it’s people—not machines or money—that truly drive sustainable business growth,” said Estel Pukk.
Estel is an active member of PARE, Estonia’s leading HR professional network, and a key contributor to the national “Worklife Manifesto” initiative. She was recognized as Estonia’s Most Influential HR Leader by PARE in 2022 and named HR Innovator of the Year by Äripäev in 2021.
